He is a member of the UK Labour Party and now represents the Castle Ward at the Borough Council of Bedford, UK. He has been elected from there on a Labour Party ticket since 1990. He was the Dy. Mayor and the Mayor of the town of Bedford between 1995 and 1997. He is probably the only Bengali outside of the Indian sub-continent who has held such an important elected office. He is now a member of the Executive Council of the Bedford Borough Council.

Mr. Apu Bagchi was born in 1940 in Calcutta. His father Mr. Amiya Bagchi was the Headmaster at the Tirthapati Institution in Ballygunj. He graduated from Calcutta University with B.Sc. (Hons) in Mathematics. He later migrated to Germany and then to the United Kingdom where he now resides. He studied at the London University and at then obtained a M.Sc.in Social Policy at the Cranfield University. He was a Lecturer in Mathematics and  Multi-cultural Education at the Bedford College of Higher Education in UK.  He currently works for the Open University and a free-lance research consultant. He has been very active in politics in the United Kingdom. He is a very highly respected member of the community in Bedford. He is a member of the Bedford Magistrate Bench since 1985, Chairman of the Cecil Higgins Art Gallery, Bedford, Member of the Local School Governing Body and many other important positions. He was the Chairman for the Bedford Race Equality Council. He was appointed to serve as a Non- Executive Director for the Bedford Hospital (NHS) Trust in 1997.

He has published many articles on education, housing and race relations. He is married to his wife Cynthia and now resides in Bedford with their three children. He likes theatre, Indian and Western Classical music, and jazz. He loves the game of cricket and led an under 16 cricket team to Calcutta at the invitation of the Hon. Mayor of Calcutta where they played several matches.
